An independent third-party expert in safety scrutinizes prototype design or early production samples, and screens out significant errors that even the most diligent design houses miss. Certification schemes also include some factory surveillance, which is generally implemented through quarterly visual inspections to catch design drift.
- Compliance with sourcing and performance specifications (protocols): Production samples reviewed against a sourcing or performance specification by a third-party frequently catch variations from the original certification samples.
What is Safety Testing and Certification?
To achieve electrical safety certification, three key steps have to be complied with.
- Firstly, the product is tested against recognized safety standards for criteria such as electric shock, excessive temperature, radiation, implosion, mechanical hazards and fire.
- Secondly, a technical file (including factory inspection report) is complied and then assessed by the certification body. Assuming all is in line with relevant requirements, certification is granted and the associated mark may be used on the product, packaging, commercial materials, etc…
- Following successful certification, the manufacturing facility is regularly inspected to ensure continuity of production quality.

Testing at Manufacturer’s Premises (TMP) - Used for CE marking purposes, but can also be used as the basis for CB and other forms of Product Certification.
Witness Manufacturer’s Testing (WMT) - This assumes the manufacturer has the relevant equipment and approval. Again, this scheme can be used for all types of CE marking, CB and Product certification. The manufacturer’s laboratory and staff is audited in accordance with ISO/IEC 17025.
Acceptance of Client’s Testing (ACT) - Of particular use to manufacturers with an established and mature safety test laboratory process and staff. Used for all forms of product certification. Test reports are written by the manufacturer’s own test staff. The manufacturer’s laboratory and staff is audited in accordance with ISO/IEC 17025.
Supervised Manufacturer’s Testing (SMT) - One of the most versatile schemes. Testing is performed by the manufacturer with their own test equipment in their laboratory. The test reports are compiled by the manufacturer and are then reviewed and approved, if satisfactory, by the test laboratory. The manufacturer’s laboratory must operate independently from other departments, with no staff having perceived, or actual, conflicts of interest within the organization.
